Unified Procedure

The Unified Procedure is regulated by the Law on Planning and Construction (“Official Gazette of the Republic of Serbia”, Nos. 72/09, 81/09 – correction, 64/10 – Constitutional Court Decision, 24/11, 121/12, 42/13 – Constitutional Court Decision, 50/13 – Constitutional Court Decision, 98/13 – Constitutional Court Decision, 132/14, 145/14, 83/18, 31/19, 37/19 – other law, 9/20 and 52/21) and the Rulebook on the Procedure for Implementing the Unified Procedure Electronically (“Official Gazette of the Republic of Serbia”, No. 68/19).

The Unified Procedure comprises a set of procedures and activities carried out by the competent authority in connection with the construction, extension or reconstruction of buildings, as well as the execution of works. These procedures include the issuance of location conditions; the issuance of a building permit or a decision referred to in Article 145 of the Law on Planning and Construction; notification of the commencement of works; notification of the completion of foundation works and the completion of the building in structural terms; the issuance of an occupancy permit; securing connections to infrastructure networks; registration of ownership rights to the constructed building; and amendments to the documents issued or obtained as part of the Unified Procedure.

The Unified Procedure also includes obtaining design and connection conditions for connecting buildings to infrastructure networks; obtaining consent to technical documentation; and obtaining certificates and other documents issued by holders of public authority, where such documents constitute a prerequisite for the construction of buildings or for the issuance of location conditions, building permits and occupancy permits within their respective competences.

The working hours of the City Administration for Property Affairs, Urban Planning, Construction and Legalization are from 7:30 a.m. to 3:30 p.m.

Applications for a specific stage of the Unified Procedure (location conditions, building permits, reconstruction, adaptation, occupancy permits, etc.) shall be submitted to the City of Kragujevac, City Administration for Property Affairs, Urban Planning, Construction and Legalization – Secretariat for Urban Planning and Construction, by completing the relevant application form through the Centralized Information System for Electronic Submission of Applications.

Unified Procedure Register

Pursuant to Article 8v of the Law on Planning and Construction (“Official Gazette of the Republic of Serbia”, Nos. 72/2009, 81/2009 – correction, 64/2010 – Constitutional Court Decision, 24/2011, 121/2012, 42/2013 – Constitutional Court Decision, 50/2013 – Constitutional Court Decision, 98/2013 – Constitutional Court Decision, 132/2014, 145/2014, 83/2018, 31/2019, 37/2019 – other law, 9/2020 and 52/2021), the City Administration for Property Affairs, Urban Planning, Construction and Legalization, as the competent authority, implements the Unified Procedure by maintaining an electronic, publicly accessible database containing information on the progress of each individual case.

Information on the progress of each individual case, as well as documents issued by the competent authorities that are required to be published on the website of the competent authority, are publicly available in electronic form through the website of the competent authority and the Serbian Business Registers Agency (SBRA). Such information is available to all interested parties for viewing and downloading, to the extent that protection of copyright, trade secrets and personal data is ensured.

FEES AND CHARGES FOR SUBMITTING APPLICATIONS UNDER THE UNIFIED PROCEDURE

When submitting an application or notification for a specific stage of the Unified Procedure through the Central Information System (CIS), the applicant shall attach to the application, in PDF format and signed with a qualified electronic signature:

• proof of payment of the Republic-level administrative fee;
• proof of payment of the fee for the services of the Centralized Records of the Unified Procedure; and
• proof of payment of the costs incurred by the authorities of the City of Kragujevac.

REPUBLIC-LEVEL ADMINISTRATIVE FEE

The amount of the Republic-level administrative fee is prescribed by the Law on Republic-Level Administrative Fees (“Official Gazette of the Republic of Serbia”, Nos. 43/03, 51/03 – correction, 61/05, 101/05 – other law, 5/09, 54/09, 50/11, 70/11 – harmonized dinar amounts, 55/12 – harmonized dinar amounts, 93/12, 47/13 – harmonized dinar amounts, 65/13 – other law, 57/14 – harmonized dinar amounts, 45/15 – harmonized dinar amounts, 83/15, 112/15, 50/16, 61/17, 113/17, 3/18 – correction, 50/18, 95/18, 38/19, 86/19, 90/19 – correction, 98/20, 144/20, 62/21 – harmonized dinar amounts, 138/22, 54/23 – harmonized dinar amounts, 92/23, 59/24 – harmonized dinar amounts, 63/24, 55/25 and 54/26) and amounts to:

• Republic-Level Administrative Fee (RAT) for submitting an application for the issuance of location conditions: RSD 430.00 (Tariff No. 1)
• Republic-Level Administrative Fee (RAT) for submitting an application: RSD 430.00 (Tariff No. 1), and Republic-Level Administrative Fee (RAT) for the issuance of a decision granting a building permit, a decision approving the execution of works, a decision granting a temporary building permit, a decision granting a building permit for preparatory works, a decision amending a building permit, and a decision amending a decision approving the execution of works, issued by the competent authority in accordance with the law governing planning and construction, as follows (Tariff No. 165):

• Republic-Level Administrative Fee (RAT) for the confirmation of a notification of works, issued by the competent authority in accordance with the law governing planning and construction and based on the issued building permit, decision approving the execution of works, temporary building permit, building permit for preparatory works, decision amending a building permit, or decision amending a decision approving the execution of works, as follows (Tariff No. 171a):

• Republic-Level Administrative Fee (RAT) for the confirmation by the competent authority of receipt of the statement of completion of foundation works and completion of the building in structural terms, as follows (Tariff No. 164):

• Republic-Level Administrative Fee (RAT) for submitting an application for the issuance of a decision approving the use of a building: RSD 430.00 (Tariff No. 1), and Republic-Level Administrative Fee (RAT) for the issuance of a decision approving the use of a building, as follows (Tariff No. 170):

• Republic-Level Administrative Fee (RAT) for submitting an application for the connection of a building to infrastructure: RSD 430.00 (Tariff No. 1);
• Republic-Level Administrative Fee (RAT) for submitting an application for approval of technical documentation with regard to fire protection measures: RSD 430.00 (Tariff No. 1);
• Republic-Level Administrative Fee (RAT) for submitting the prescribed appeal to the Ministry of Construction, Transport and Infrastructure: RSD 630.00 (Tariff No. 6).

FEE FOR SERVICES OF THE CENTRALIZED RECORDS OF THE UNIFIED PROCEDURE

The fee for services provided through the Centralized Records of the Unified Procedure is prescribed by Article 22 of the Decision on Fees for Registration Services and Other Services Provided by the Serbian Business Registers Agency (“Official Gazette of the Republic of Serbia”, No. 95/2025) and amounts to:

• Issuance and amendment of location conditions for building classes in Categories A and B: RSD 1,500.00;
• Issuance and amendment of location conditions for building classes in Categories C and D: RSD 2,500.00;
• Issuance and amendment of a building permit for building classes in Categories A and B: RSD 3,500.00;
• Issuance and amendment of a building permit for building classes in Categories C and D: RSD 5,500.00;
• Issuance and amendment of a decision pursuant to Article 145 of the Law on Planning and Construction: RSD 2,500.00;
• Issuance and amendment of a temporary building permit: RSD 2,500.00;
• Issuance of an occupancy permit for building classes in Categories A and B: RSD 1,500.00;
• Issuance of an occupancy permit for building classes in Categories C and D: RSD 2,500.00;
• Notification of commencement of works, notification of completion of foundation works, notification of completion of the building in structural terms, and other applications and submissions initiating proceedings within the Unified Procedure: RSD 1,000.00.

Current account for payment of the above-mentioned fees for services of the Centralized Records of the Unified Procedure: 840-29770845-52, payment model: 97. The payment reference number is assigned by the Serbian Business Registers Agency (SBRA).

LOCAL ADMINISTRATIVE FEE

The amount of the local administrative fee of the City of Kragujevac for the issuance of location conditions is prescribed by the Decision on Local Administrative Fees (“Official Gazette of the City of Kragujevac”, Nos. 24/2025 and 22/2026).
